May I add a few of my insights based on the characters I'm most familiar with? + 3+
No? Well too bad. :L And I'll be stealing your layout as well.
Stops all regeneration including Oath of Light, Sacred Oath, etc. Increase duration to 25 seconds at mastery. Change to 25% fail rate.
Rationale: What's the point of this skill in comparison to stuns like Skunk Pouch? Skunk is spammable AND it disables targets from using pots AND skills. Why does a 1st job stun beat a high leveled 2nd job stun?
-Shield of Heaven
Solution 7: 4.5 second cast time, lasts 60 seconds, 75 second cool down.
Rationale: It's OP, yes. TBH, if mages didn't have so much MP, I would actually be okay with it. Casting Mana Reflector on my cat is a pain in the ass (to the point where I give up using it altogether), so it helps me relate to how the game makers saw it as balanced. But still, it's OP. Calling the Gods for support should take a bit more than 2 seconds, amirite?
And I was going to type out another solution, but it was almost exactly the same as your solution 1. I vote for that one. * 3*
Decrease MP costs by half.
Rationale: No one wants to use it if it takes just as much MP as a skill that's 50x strong than it. (MA+AR)
I don't care how, just do it.
Rationale: It's over powered.
Make it stronger, multiple hits dependant on AC/LK (i.e. higher AC/LK/HV = higher chance of more hits). Fury swipes-esque.
Rationale: It's retarded, boring, and pointless atm. And yes, Evo has a negative LK multiplier, but prima's crits are still dependant on it.
Lower it to 3 second cool down. Add HV into the formula.
Rationale: It's boring. Slow. And has relatively high MP cost. Why would anyone use it? Adding HV only benefits non-AP primas and it gives more leeway to stat hybrids.
Change it to be based on HV/HP.
Rationale: During early years, they wanted cats to be the defensive type. As you can see, they probably changed their minds pretty quickly. Every other Entertainer skill is based on AP/HV. Why not Siren Song, especially when it's a prerequisite to Sharp Scream. You have to be pure HP/DP to make it any useful, and that benefits no one except hybrids. Why make Primas NEED to learn it?
Lower MP cost. Raise to 5 targets at mastery.
Rationale: It's very easy to use it by accident and get knocked out of evolution because of low MP. 4 targets for 8 seconds is pathetic considering the harsh amount of limitations put on it. You have to use it during Evolution, you have to be in the middle of a crowd, plus, it's just as many targets as Siren song. It pales in comparison to the 2nd job mage's Radiant Strike.
Make it work on bosses.
Rationale: Fear works on bosses. Wink should too.
-Pouch of Pain
1.5 second cool down. Simple.
Rationale: WT foxes have almost nothing to work with. No WT adding equipment, only one other skill, and a heavy MP cost. 400 MP per attack is enough of a restriction, tyvm.
2 second cast time, 6 second cool down. Add some sort of interesting formula instead of straight forward basing it on Pouch of Pain.
Rationale: WHY DOES IT TAKE FOREVER TO CAST? WHY DOES IT COST LESS MP THAN POUCH OF PAIN? WHYYYY?
-Landmine // Explosive Expert
Allow the mines to be planted far away. i.e. Extend the range.
Rationale: This always happens. Scenario: I see a monster. I try to lay landmine near them, but the range is so SUCK that I walk all the way to that monster, having it smack me. Then I try to run and let landmine do its job, and the monster gets outside of landmine's range within seconds. And landmine disappears.
Up its power. 1.5 second cool down. MOVE TO EXPLORER SKILL SET.
Rationale: Gunners have no use for it. Foxes have two LK boosts. This is a cheap and unnecessary way to force hybrid on people.

However I don't see how Tetra is considered THAT overkill for bosses, normal mobs yes, but it still takes me like 3 tetras to kill count blood :/
It takes me 50+ hits at lv 217 with every equipment being Myshop & a p. stick to make a dent on him. Fire/elec/dark, here. Granted I'm not haxed out, but do you see the problem here?
