Pets aren't included. You can delete all your characters and you get the free card even if you don't kill your pets. RK did it before on his old acc.
edit: forgot to mention...
Your acc still holds info for old characters even when you delete them. So if you killed off your current elf and made a new character you wouldn't get the free noob service. You'd have to make a new account.
