Eh? That's like saying attraction and lust are mental issues. You might as well categorize love as a whole under that. The only thing that makes incest any different is that the other person is part of your family. If you make them ignorant to that fact, that wouldn't change the fact that they feel attracted to each other. Most if not all incest is probably not due to the fact that the other person involved is family so much as the other person is just someone that they're attracted to.
Not to mention, using your thought process, dozens of other things can be labeled as mental issues.
