I don't play Elementalist, much less even get near my Mage, but I think the MP cost will kill you without focusing on two element and their mastery. Not to mention +20% is a lot of damage you are giving up. It's also way too spread out, you neither have the hotkeys for them, I doubt you'd enjoy using command input, and you'll be wasting more MP/skill cast due to low damage per skill than you would focusing on a couple.
You also have Mana Shield and Phase Shift.
You shouldn't be even getting NEAR things as an Elementalist.
