Totally not true (I'm a 183 scientist)
With higher gun AP it allows me to finish off some monsters that have that little bit of HP left.
For example I use a double shot then click right away for a regular shot.
This is almost instantanious, (So it seems like a triple shot) but still you do need high gun AP if you want to do adequate damage. (Well to my liking.)
