It is currently down. Who knows if it's completely shut down or it's just temporarily down.
The Japanese version as the IP block which is easily bypass-able with a proxy. The Korean version requires you to have a KSSN, though there is an account guide somewhere that lets you bypass that requirement as well by inputting a certain age.
