Steyr AMR?
It's a Launcher skill. You shoot a huge blue bullet, and if it lands, it detonates on the enemy about a second later.
What are the prerequisites for this skill? I saw vids of kDnF Rangers with it, but it hasn't appeared on the list for my Ranger yet.
